Should be 1.05% of median, not 200%. 200% leaves blocks 50% empty, which is a 0-fee bitcoin. Do some simulations, 95% full is a healthy, sustainable fee market. And if the median goes down, block sizes can shrink… which is great. Also sizes should change every 2 weeks, like difficulty.
